| 摘要: | 嘉義縣鹿草鄉公墓是嘉義縣率先實施公園化者，且鹿草鄉公所於民國95年在公墓內興建新的納骨堂，取名為嘉義縣鹿草鄉第二納骨堂，目標在追求規劃管理永續發展及確保民眾的治喪權益。 本研究主要的目的在於由質性與量化的角度同步瞭解嘉義縣鹿草鄉第二納骨堂的規劃管理問題，有好的納骨設施、設備及好的管理制度，俾利使用意願增加，進而提升社會經濟福利，緩和用地不足與改善過度集中造成殯葬設施供需失衡等問題。 本研究調查發現，有過往親人使用嘉義縣鹿草鄉第二納骨堂的家屬，可依居住地分為實際服務範圍與理想服務範圍，因國內交通發達且資訊便利，就其使用服務範圍涵蓋全臺，但以嘉義縣鹿草鄉第二納骨堂為中心理想服務範圍半徑為29.56公里。至於民眾對於嘉義縣鹿草鄉第二納骨堂的需求則為是否有親人使用及經濟因素為最先考量，交通便利及納骨設施規劃為其次。公共造產部分則以收費制定、開放預售個人及夫妻塔位，以及管理費是否專款專用。 根據研究發現，本研究研提政策應用建議，包括前期設置及管理、辦理殯葬設施觀摩、妥善規劃納骨堂硬體設施、召開說明會、收費標準及管理費之應用、提升服務品質增加民眾使用率等。
The Lucao Township Cemetery in Chiayi County was the first to implement the park in Chiayi County, and the Lucao Township Office built a new Nagu Hall in the cemetery in the Republic of China in 1995. It was named as the second Nagtang Hall in Lucao Township, Chiayi County, with the goal of pursuing planning. Manage sustainable development and ensure the rights and interests of the people. The main purpose of this study is to understand the planning and management issues of the second Nagutang in Lucao Township, Chiayi County from the perspective of qualitative and quantitative perspective. There are good nano-bone facilities, equipment and good management system, and the willingness to use will increase. Social and economic welfare, mitigating the shortage of land use and improving the concentration of imbalances in supply and demand of funeral facilities. The survey found that relatives who used their relatives to use the second Nagtang of Lucao Township in Chiayi County can be divided into actual service scope and ideal service scope according to their place of residence. Due to the developed domestic transportation and convenient information, the scope of service is covered. Taiwan, but the radius of the ideal service area of the second Nagutang in Lucao Township, Chiayi County is 29.56 kilometers. As for the public's demand for the second Nagutang in Lucao Township, Chiayi County, it is the first consideration for whether there are relatives and economic factors, and the convenience of transportation and the planning of the nano-bone facilities. The public production section is based on fees, open pre-sale individuals and couples' towers, and whether the management fee is earmarked. According to the research findings, this study proposes policy application recommendations, including early stage setting and management, handling funeral facilities, properly planning Natangtang hardware facilities, holding briefing sessions, charging standards and management fees, improving service quality and increasing public usage rate. |
