    Abstract:   蔡英文在2016年總統大選中以維持現狀為號召,終於勝選並同時領導民進黨首次贏得國會多數席次,在台灣政治史上寫下劃時代的一頁。然而,就任後的蔡英文,因為否認九二共識而無法維持現狀,未能延續兩岸關係的熱絡,陸客大減且農產滯銷導致臺灣經濟大受打擊,又強力推動選擇性的所謂轉型正義,任用許多爭議人物出任官職、拒不任命臺灣大學校長,再加上風災水災救災、勘災不力,加上一例一修政策開罪勞工大眾,錯誤能源政策導致空氣污染與供電不穩,使其聲望直直墜落,也導致所領導的民進黨在2018年縣市長選舉中遭到嚴重挫折。然而,即使是如此民進黨在此次選舉中仍然贏得了40%的選票,何以執政如此失當的蔡英文仍能獲得這樣多的支持?本文主張,這是因為蔡英文及其所屬民進黨,本質仍是以族群認同為動員選舉主力,無論執政再怎麼不利,支持者仍含淚投票。對於此一推論本文將以問卷調查加以驗證。
      Tsai Ing-wen's call to maintain the status quo in the 2016 presidential election finally won the election and led the Democratic Progressive Party (DPP) to win a majority of seats in Congress for the first time, marking an epoch-making page in Taiwans political history. However, after taking office, Tsai Ing-wen was unable to maintain the status quo because of the denial of the 1992 consensus, failed to continue the communication of cross-strait relations. The significant reduction of tourists from mainland China and sluggish sales of agricultural products caused a great blow to Taiwans economy. She also strongly promoted the so-called selective transformation justice. She appointed many controversial figures as government officers refused to appoint the president of National Taiwan University, coupled with the inadequate disaster reliefs caused by Typhoon and flood, wrong labor's revised policy, as well as the incorrect energy policy led to air pollution and unstable power supply, which led her popularity to hit a record low and finally failed the Mayor's election of 2018.  However, even if the DPP still won 40% of the votes in this election. Why did Tsai Ing-wen, who was so improperly in power, still get so much support? This paper argues that it is because Tsai Ing-wen and her affiliated DPP still use ethnic identity as the main issue to run the election campaigns. No matter how unfavorable the ruling is, the supporters still vote in tears. This inference will be validated by a questionnaire survey.
