摘要:	台灣在2011年環境教育法實施後，政府一直積極推動環境教育工作，至2020年已超過200處地點通過環境教育場域認證。本研究應用永續報告書分析法，討論環境教育設施場所永續經營策略，分析對象為2019年取得環境教育場域認證之斗六工業區污水處理廠。首先確認進行利害關係人，參考全球報告倡議準則指標、ISO 26000對照表及聯合國永續發展目標，擬定經濟、社會、環境及場域經營面向共22項重大關注議題，並進行利害關係人問卷調查，分析相關利害關係人對於重大議題間之關注程度，調查結果在2019-2020年「經營管理人」較重視「經濟」及「環境」面相議題；而「利害關係人」則會因課程活動內容不同，造成關注度有所差異。再上述分析結果，提出斗六工業區污水處理廠環境教育在經濟、社會、環境及場務管理面向改善事項，如提高水資源與能源使用效率、強化周遭敦親睦鄰關係及改變行銷模式等，使其經營優質化，以取得經濟、社會、環境及場務管理四面向之均衡永續發展。　　Taiwan Environmental Education Law was implemented in 2011, and the environmental protection bureaus of counties and cities have actively promoted environmental education.There are more than 200 facilities have passed the certification by 2020. The sewage treatment plant of Douliu Industrial Zone obtained the certification of environmental education facility in 2019. This certification is the first publicly-owned private sewage treatment plant of the Ministry of Economic Affairs. First, the stakeholders were confirmed to execute the questionnaires and analysis by the basis of the Global Reporting Initiative (GRI) Guidelines, ISO 26000 Comparison Table and the United Nations Sustainable Development Goals. First, the stakeholders had to be confirmed A total of 22 topics in economic, social, environmental and Facility operating aspects were selected to set up a questionnaire for the research of major concerns. Then, the Attention had be analysis between the stakeholders and the 22 topics. It turns out that “managers” pay more attention to“economy” and “environmental” issues; while “interested parties” will have different levels of attention due to different course activities. Based on the above analysis results, it is proposed that environmental education of the sewage treatment plant in Douliu Industrial Zone should improve the economic, social, environmental and field management aspects, such as improving the efficiency of water and energy use, strengthening the neighborly relations and changing the marketing model, etc. The research results show that an example to discuss how to reach the balance between economic, social, environmental and field management aspects, and to propose a suitable implementation strategy between business management and environmental education promotion.
