    Abstract:   2019新型冠狀病毒肺炎,或俗稱的武漢肺炎,擴散全球引發恐慌,臺灣在這波疫情中因防疫成功而廣受讚揚,防疫指揮官陳時中的個人聲望也水漲船高。疫情爆發以來,臺灣醫護與防疫工作人員的日夜辛勞,與民眾自發的配合,自是值得高度肯定、不容抹煞。然而,確診數少未必就能等於防疫好,否則人口比例近四倍於臺灣的越南,其確診人數卻只臺灣的一半多,豈不更是典範?再者,要說世界衛生組織接獲臺灣防疫單位詢問與警告卻置之不理,臺灣防疫單位在同時也一樣向大眾粉飾太平,實與世界衛生組織同罪。甚至,在臺灣好幾個未採取防疫措施的狀況中仍無一感染,也明白顯示並非是防疫措施阻止傳播。對此,本文主張,疫情其實是操作恐懼、煽動仇恨的政治鬥爭,以讓特定勢力與個人收割政治利益,是臺灣近年來日益升高之種族主義的另一表徵。對於此一推論,本文提議透過網路問卷調查加以驗證。
      The 2019 novel coronavirus pneumonia, or commonly known as Wuhan pneumonia, has spread to the world and caused panic in early 2020. Taiwan has been widely praised for its successful epidemic control. The personal reputation of the epidemic prevention commander, Shih-Chung Chen, has increased accordingly. Since the outbreak of the epidemic, all the hard works of Taiwan's medical personnel and epidemic control staff, and the spontaneous cooperation of the Taiwanese people are worthy of high recognition and cannot be denied. However, a small number of confirmed cases does not mean good epidemic control. Otherwise, Vietnam, which has a population nearly four times as much as Taiwan, has only half the number of confirmed cases of Taiwan. Furthermore, if the World Health Organization has received but ignored the warnings from Taiwan, Taiwan's epidemic control authority have also tried to hide the truth at the same time, which is the same crime as the World Health Organization. In addition, in several cases where no epidemic prevention measures have been taken, none of people involved have been infected, which clearly shows that it is not the epidemic prevention measures that prevented the spread. In this regard, this article argues that the epidemic is actually a political struggle to manipulate fear and incite hatred to allow specific political group and individuals to harvest political benefits. This is another sign of Taiwan's increasing racism in recent years. This argument will be verified through an internet questionnaire survey.
