    Abstract:   2019年新型冠狀病毒肺炎,引起全球大流行,造成全球恐慌。負責全球防疫協調的世界衛生組織,被認為配合北京當局隱匿疫情導致失控而大受撻伐,世界衛生組織秘書長譚德賽也因而成了眾矢之的,遭到台灣網民集體出征,甚至使用侮辱黑色皮膚人種的詞語。然而,世界衛生組織在2020年1月15日已發布証實肺炎有限度人傳人,1月31日亦發布疫情為全球公共衛生緊急事件,如果這樣的資訊已經太慢太遲,無法遏止疫情的擴散,為何全球各地仍有許多地方能防疫成功?要說台灣網民是發洩2016年以後被世界衛生大會排除在外的怨氣,這也是美、英、日等世界各主要強國都承認北京當局使然,各個都是北京的幫兇共犯,如何能去怪罪譚德賽?更何況,無論防疫是好是壞,要批評都該就事論事、言之有物,怎可使用種族主義的侮辱性用語?有鑑於此本文主張,只要經過資訊的提供與邏輯的解說,民眾是可以對譚德賽所代表的世界衛生組織有客觀評斷,至於堅持採取種族主義攻擊言論者,其實有反中種族主義的傾向,譚德賽只是代罪羔羊。對此,本文將透過網路問卷調查加以驗證。
      COVID-19 pandemic caused global panic, and The World Health Organization, responsible for the coordination of global epidemic prevention, was considered to cooperated with the Beijing authorities to hide the epidemic which leads to an out-of-control situation. The Secretary-General of the World Health Organization, Tedros Adhanom Ghebreyesus, has become the target of public criticism, and Taiwanese netizens started to use even racist language. However, the World Health Organization announced on January 15, 2020 that pneumonia has limited human-to-human transmission, and on January 31, it announced that the epidemic was a global public health emergency. If such information was too late to stop the spread of the epidemic, why are there still many places around the world that can successfully prevent the epidemic? Taiwanese netizens may give vent to their grievances of beening excluded by the World Health Assembly after 2016, but this exclusion was supported by all great powers in the world, such as the United States, the United Kingdom, and Japan, who have recognize Beijing regime. How can anyone blame Tedros Adhanom Ghebreyesus for this exclusion? Furthermore, his epidemic prevention efforts should be judged based on facts only. How can anyone use racist and insulting language? This article argues that, as long as the Taiwanese general public is provided with information and logical explanations, they can have an objective judgment on the World Health Organization represented by Tedros Adhanom Ghebreyesus. As for those who insist on racist attacks, they actually tend to have anti-Chinese racism, and Tedros Adhanom Ghebreyesus is only a scapegoat. This argument will be verified through an online questionnaire.
