    摘要:   在網路新媒體風起雲湧的時代,獲取資訊不僅容易且傳播快速,大肆崛起的假新聞,經常以聳動的標題似是而非的內文,以新聞、廣告的方式大量傳播,企圖在許多重大事件左右長遠的發展發揮極大的影響力。影響甚者如俄羅斯干預2016年美國總統選舉(通俄門)事件以及康明斯(Dominic Cummings)策畫的英國脫歐公投,都與假新聞有極大的關係。2020年1月時,比利時媒體《New Europe》刊出「芬蘭總理馬林,在國內力推四日工作制與每天六小時工時。」的新聞,但經芬蘭獨立媒體《News Now Finland》追查,並無試行四日工作制之政策。2020年國際傳播著『芬蘭廢除學科教學的假新聞,為何會廣為傳播?』,此事件經由芬蘭教育部特別在官網上澄清「芬蘭學校的學科教學沒有被廢除」,證實是一則假新聞。根據路透社2018年的報導,芬蘭與其他國家相比在媒體信任方面位居榜首,芬蘭公民不太可能轉向其他新聞來源,本文將討論1.芬蘭防範假新聞採取具體措施如制定法令、教育制度、媒體規範。2.芬蘭以教育為本,讓學校學生建立起具有識別假新聞的媒體素養能力。3.借鑑芬蘭防治假新聞的國民教育與政策,提供台灣國民教育普及實施建議。期以對芬蘭反假新聞所採取的國民教育方式與政策有更全面的認識。
      In the era of turbulent new media on the Internet, it is not only easy to obtain information but also to spread quickly. Fake news that is booming is often spread in the form of news and advertisements with sensational headlines and specious content, in an attempt to influence the long-term influence of many major events. Development exerts great influence. The most influential, such as Russia's intervention in the 2016 US presidential election (Russiagate) and the Brexit referendum planned by Dominic Cummings, have a great relationship with fake news. In January 2020, the Belgian media “NEWEUROPE” published the news that “As PM Finland's Marin could renew call for shorter work week.” However, it was tracked down by the independent Finnish media “News Now Finland” , There is no trial policy of four-day work system. In 2020, “Fake news about the abolition of subject teaching in Finland, why is it spreading widely?”This incident was clarified by the Ministry of Education of Finland on the official website that “the teaching of subjects in Finnish schools has not been abolished”, which proved to be fake news. According to a 2018 report by Reuters, Finland ranks first in terms of media trust compared with other countries. Finnish citizens are unlikely to turn to other news sources. This article will discuss 1. Finland takes specific measures to prevent fake news, such as enacting laws and education systems. , Media norms. 2. Finland is education-oriented, allowing school students to build up the media literacy ability to identify fake news. 3. Learn from Finland's national education and policies to prevent fake news, and provide recommendations on the implementation of popularization of national education in Taiwan. It is hoped to have a more comprehensive understanding of the national education methods and policies adopted by Finland against fake news.
