    摘要:   本研究旨在探討臺南市國小附幼融合班教保服務人員申請專業輔導人力中所指的特殊教育相關專業人員及特教助理人員支援服務之現況。其中所要了解的是申請專業輔導人力制度之評估影響因素包括行政程序情形、教學現場支援協助、家長參與積極度及提供幼兒相關支援等情形。  本研究採取質性研究,研究者透過半結構式訪談大綱作為訪談的工具,對臺南市國小附幼融合班共7位教保服務人員進行訪談,經由蒐集教保服務人員在幼兒園申請專業輔導人力現況之情形,整理歸納並分析他們的看法,並發現申請的現況之資料可提出結論如下:一、教保服務人員申請專業輔導人力在行政程序上的情形,在教保服務人員申請專業輔導人力的行政程序上,目前所會遇到的困境,舉凡有公文出處不同以及申請程序的繁雜、核定支援人員薪資及相關費用、表單的填寫等…,都會相對的增加教保服務人員的工作量,加上核定的時間的遲滯,亦會造成教保服務人員要尋求相關人員人力短缺,這些情況都是在行政程序上會影響的相關條件。二、特殊教育相關專業團隊人員在課程教學的協助及特生本身的策略引導及提供,因特教相關團隊到園的服務時間有限,因此大多數的治療師給予特殊生的服務,多為入班觀察與抽離個別評估之後,才會給班級的教保服務人員適當的建議;在課程的協助上,教保服務人員基本一致肯定,特教相關團隊人員其專業的知識及相關臨場經驗,也因此,現場教保服務人員希望特教相關團隊人員能夠多給予教學上適時的策略協助,但往往因為每學期能夠給予的時間有限,而使之成效不彰,進而影響申請特殊教育相關專業人員意願。三、特教助理人員到園服務時間目前發現通常核定時間多為申請時數的一半或是更少,因此教保服務人員覺得調整核定時數即為申請時數是能有效幫助到融合班師生,因為教保服務人員在教學現場通常是肩負全權教導的責任,若相關教育主管單位仍未提供教保服務人員最需要的人力協助及諮詢,讓第一現場的教保服務人員可以有時間負責整合各類特教相關支持資源並且肩負融合生的教學責任,因此教保服務人員亦會從可核定時間做最大效益之配置。四、特教助理人員在課程教學上造成的困擾,經由訪談可以了解,特教助理員對於班級的一個經營模式大抵來說是有利的,可以增加班級人力資源,但並無明文釐清其工作範圍,大多是由特教助理員與教保服務人員的默契來當作合作的底子,且在特教助理員的任用條件上,我國法規僅要求高中職學歷,相關科系或背景並無特別優勢或加分的條件明列,另外,在其後續相關培訓也並無相關計畫,或是能夠依照班級中特教學生的需求進行不同的研習內容選項,以期對融合班特殊生有更優勢的效益。  根據研究結果,本研究最後並提出了相關建議以供關心教保服務人員在申請專業輔導人力制度這一方面的評估及未來研究之參考。
      The purpose of this study is to explore the current situation of the support services of special education related professionals and special education assistants referred to in the application of professional counseling manpower by the education and social security service personnel of the integrated class of elementary school and affiliated children in Tainan City. What we need to know is the evaluation of the professional counseling manpower system. The influencing factors include the situation of administrative procedures, on-site teaching support and assistance, parents' participation enthusiasm and the provision of children's related support.  This study adopts a qualitative study. The researcher used a semi-structured interview outline as an interview tool to interview a total of seven teaching and social security service personnel in the integrated class of elementary school and affiliated children in Tainan. Through collecting the current situation of teaching and social security service personnel applying for professional counseling in kindergartens, the researcher summarized and analyzed their views, and found that the data of the current situation of the application can make the following conclusions:1.The situation of the administrative procedures for the education and social security service personnel to apply for professional counseling manpower, and the difficulties they will encounter in the administrative procedures for the education and social security service personnel to apply for professional counseling manpower, such as the different sources of official documents, the complexity of the application procedures, the verification of the salaries and related expenses of support personnel, the filling of forms, etc., will increase the workload of the education and social security service personnel, plus the delay of the verification time, It will also cause a shortage of manpower for the education and social security service personnel to seek relevant personnel.These are related conditions that will be affected in the administrative procedure.2.Special education related professional team members' assistance in course teaching and special students' own strategy guidance and provision. Because the service time of special education related teams to the kindergarten is limited, most therapists give special students services. They usually give appropriate suggestions to the class's teaching and health service personnel only after class observation and individual evaluation; In terms of course assistance, the teaching and social security service personnel basically unanimously affirmed that the special education related team members have their professional knowledge and relevant on-the-spot experience. Therefore, the on-site teaching and social security service personnel hope that the special education related team members can give more timely strategic assistance in teaching.However, due to the limited time they can give each semester, the effectiveness is not obvious, which affects the willingness of the special education related professionals to apply for special education.3.At present, it is found that the service time of special education assistants is usually half or less of the application time Therefore, the teaching and social security service personnel feel that adjusting the approved hours to the applied hours can effectively help the teachers and students of the integrated class, because the teaching and social security service personnel usually shoulder the full responsibility of teaching at the teaching site. If the relevant education competent units have not provided the most needed human assistance and consultation for the teaching and social security service personnel, So that the first on-site teaching and social security service personnel can have time to integrate various special education related support resources and shoulder the teaching responsibility of integrated students. Therefore, the teaching and social security service personnel will also make the most effective allocation from the approved time.4.The difficulties caused by special education assistants in course teaching can be understood through interviews that special education assistants Generally speaking, a business model of the class is favorable. It can increase the human resources of the class, but its scope of work is not clearly defined. Most of them are based on the tacit understanding between special education assistants and teaching and social security service personnel. In addition, as for the terms of appointment of special education assistants, China's laws and regulations only require high school education, and there are no special advantages or bonus conditions for relevant departments or backgrounds. In addition, There is no relevant plan for the follow-up training, or different study content options can be carried out according to the needs of special education students in the class, so as to have more advantageous benefits for special students in the integration class.  According to the research results, this study finally puts forward relevant suggestions for the evaluation and future research of education and social security service personnel in applying for professional counseling manpower system.
