| 摘要: | 2019年警政署推動常訓改革政策，廣結各警察機關、相關專家學者意見，改革重點圍繞「提升執勤安全」。同一年，香港開啟了歷來規模最大、時間最長的一場政治運動。不同種類的抗爭活動每天在發生，令警方疲於奔命，也破壞社會安寧，伴隨而來的損失傷亡，迫使警方實施強制力。本研究在探討近年來警察常年訓練之重點變革，其次為參酌香港警察在反送中運動，如何運用有限資源促成局勢穩定，並反思臺灣警察常年訓練現況，另以保一警察為研究對象，訪談關於常年訓練與香港反送中運動警方處置之議題，對未來提昇常年訓練參與度方向提出意見作為參考。筆者經蒐集整理相關文獻，以及訪談6位不同年齡、不同職位保安警察同仁，將訪談重點分為「常年訓練之態樣、意涵及重點演變」、「反送中運動反思」、「提昇參與動機」三大面向，統整後研究發現，在警察常年訓練改革的整體方向受到普遍認同，惟多元化體能與勤務貼近感受度仍不高。反送中運動反思方面，將國外陳抗勤務案例帶入常年訓練抱持正面看法，另對於保安裝備的優化重視程度更甚於訓練。提昇參與動機方面，充實教官及訓練課程內容的看法比例最高。
In 2019, the National Police Agency, Ministry of the Interior carried out the reform of the policy of the police training routines and gathered opinions from police agencies and experts in the field. The reform focused on the”improvement of the on-duty safety”. The same year, Hong Kong embarked on the largest and longest political movement in history. Different kinds of protests took place every day, which caused police fatigue and the breach of the peace. The casualties and losses that followed forced the police to use coercive force.This research studied the vital changes in police training in recent years, explored how Hong Kong police stabilized the situation in the Anti-Extradition Bill Protest with limited resources, and reflected on the current policy of police training in Taiwan. In addition, in this research, the author interviewed the police officers from the Special Police First Headquarters, National Police Agency to discuss the police training and the arrangement of the police in the Anti-Extradition Bill Protest of Hong Kong, which can be used as a future reference to improving the participation willingness in police training.The author collected relevant literature and interviewed 6 police officers of the Special Police First Headquarters of different ages and positions. The focus of the interview was divided into three parts, including ”The model, message, and key evolution of the police training”, ”Reflection on the Anti-Extradition Bill Protest ”, and ”Improvement of the participation motivation”. This study found that the overall direction of police training reform was generally recognized, but the perception of diversity in physical fitness and the closeness to the environment and situation of duty were not high. In terms of reflection on the Anti-Extradition Bill Protest, there was a positive attitude toward bringing foreign public protest cases into police training. Additionally, more emphasis was placed on the optimization of police equipment than on training. As to enhancing participation motivation, enriching coaching and training courses had the highest percentage. |
