    Abstract:   歐洲化妝品產業在全球化妝品市場中佔有重要地位,而歐盟為歐洲制定的化妝品動物實驗禁令亦受國際矚目。歐盟化妝品法規中,除了分別就產品資訊、安全性、責任人、限用物質...等項目制定明確規範框架,確保人類使用化妝品時的安全無虞外,同時也針對動物實驗進行規範,頒佈化妝品動物實驗禁令與銷售禁令。在這之中,歐盟除了有效執法立法,也透過教育制度的配合、替代方法的研究發展、與第三國的合作對話以及國際活動的推展等各項內外政策輔助下將動物保護理念具體落實,終結動物因化妝品實驗所承受之痛苦與折磨。綜合以上,本文討論歐盟化妝品法規與歐洲化妝品產業間的發展互動關係,以及歐洲如何將其動物保護意識透過歐盟化妝品法規呈現,並以化妝品業者的因應、第三國的相應政策進行檢視,探討歐盟此一禁令之推展效應以及對歐洲社會、國際社會動物保護意識的影響。
      As the European cosmetics industry occupies an important position in the global cosmetics market, the animal testing ban on cosmetics which the EU issued has caught attention of the international community. The EU Regulation on Cosmetic Products, formulates clear regulatory frameworks for items such as product information, safety, persons in charge, restricted substances to ensure the safety for those people who use cosmetics, and it also promulgates restrictions of animal testing and cosmetics sales. In addition to effective law enforcement and legislation, the EU also cooperates with the education system and the third country, do research and development on alternative methods, promotes international activities in line with internal and external policies to end the suffering and torture of animals because of cosmetic experiments. This thesis discusses the development and interaction between the EU Regulation on Cosmetic Products and the European cosmetics industry, and how Europe presents its animal protection awareness through the EU Regulation on Cosmetic Products, and further examines the response of cosmetics manufacturers and the corresponding policies of the third country, which manifest the effects and impacts of EU animal testing of cosmetics productions on the awareness of animal protection in domestic Europe and the international society.
