    Abstract:   本研究目的是建立環境教育設施場所之可行性評估作業程序,首先本研究收集國內外文獻、台灣環境教育法規及設施場所申請流程及現況,確認申請及經營環境教育設施場所之要項,其次以永續發展之經濟、社會及環境三面向,建立利害關係人調查問卷,並以烈嶼地質公園環境教育設施場所進行實際案例,分析自然與人文現況、環境教育人力及設施資源,並設計利害關係人問卷,對利害關係人進行問卷訪談。結果顯示,永續發展利害關係人關注面向依高低次為「環境面向」、「社會面向」、「經濟面向」。分別從各面向的關注議題來看,「環境面向」以「永續經營」、「廢棄物管理」及「永續資源利用」議題最受關注。「社會面向」以「提供環境教育課程」、「學習成效」及「顧客健康與安全」議題最受關注。而「經濟面向」的「經營績效」及「收費機制」議題最受關注,研究成果可提供未來成為環境教育設施場所永續發展之可行性評估依據。
      The purpose of this study is to establish a feasibility assessment procedure for environmental education facility sites. Firstly, this study collects domestic and international literature, Taiwan's environmental education regulations, facility application processes, and current situations to identify the requirements for applying and operating environmental education facilities. Secondly, focusing on the three dimensions of sustainable development: economic, social, and environmental, the study designs a stakeholder survey questionnaire and conducts an actual case analysis of the environmental education facility site in the Lanyu Geopark. The analysis includes the current state of nature and culture, environmental education manpower and facility resources. Stakeholder questionnaires are also designed to conduct interviews. The results show that stakeholders' concerns regarding sustainable development are ranked in the following order: environmental, social, and economic dimensions. Looking at the specific issues within each dimension, the “environmental dimension” receives the most attention in terms of “sustainable operation,” “waste management,” and “sustainable resource utilization.” The “social dimension” is most concerned with “providing environmental education programs,” “learning outcomes,” and “customer health and safety.” As for the “economic dimension,” stakeholders are most concerned about “operational performance” and “pricing mechanisms.” The research findings can provide a basis for future feasibility assessments of sustainable development for environmental education facility sites.
