    摘要:   近年來世界各國對於自然碳匯對於減碳之影響有了更深入的探討,其中海洋碳匯更成為了許多國家探討之重點,因為海洋系統中生態的活躍性,其吸收大量的二氧化碳大氣和平衡,成為了減碳的關鍵生態系統。我國對於海洋生態維護之方式最早始於1999年,我國行政院更於相關報告指出海洋在全球氣候變化和碳循環過程中發揮著基礎性的作用,對此我國在漁業管制上基於藍碳之基準也有了新的作業型態。本研究主要探討我國澎湖縣於永續海鮮計畫之發展情況,同時藉由其利害關係人分析,探討其對於現行澎湖縣整個永續海鮮計畫發展上,須衡量之觀點,並了解利害關係人對於現行計畫內容之相關想法與見解,進以了解永續海鮮計畫之執行成效。
      In recent years, countries around the world have conducted more in-depth discussions on the impact of natural carbon sinks on carbon reduction. Among them, marine carbon sinks have become the focus of many countries' discussions. Because of the ecological activity in the marine system, it absorbs a large amount of carbon dioxide from the atmosphere and balance, has become a key ecosystem for carbon reduction. Our country's marine ecological maintenance method began in 1999. The Executive Yuan of our country pointed out in related reports that the ocean plays a fundamental role in global climate change and carbon cycle process. In this regard, our country's fishery control is based on the blue carbon benchmark There are also new types of work. This study will mainly discuss the development of the sustainable seafood project in Penghu County, my country. At the same time, through the analysis of its stakeholders, it will discuss its views on the current development of the entire sustainable seafood project in Penghu County, and understand the benefits Related people's thoughts and opinions on the content of the current plan, so as to understand the implementation effect of the sustainable seafood plan.
