    Abstract:   現代社會變遷,適婚年齡延後,年輕夫妻生育意願低落,國內新生兒比例大幅下降,造成少子化與人口結構改變等問題,面臨少子化的衝擊,幼兒園首當其衝,幼兒教育階段人數越趨減少,因此,政府極力推動少子化對策計畫、擴大幼兒教保公共計畫與0-6歲國家一起養等政策,形成多元的公共化教保機構增多,但彼此造成市場競爭日益激烈,在政府良意極力推動下的公共化幼兒園,其中在經營方式、教保品質與家長需求上之差異性與實際執行上所遇的困境為何?  本研究以公共化幼兒園的負責人、行政人員與教保服務人員為研究對象,根據不同設立背景的幼兒園進行深度訪談,藉以分析探討各公共化幼兒園中的負責人、行政人員與教保服務人員如何看待我國推動公共化幼兒園策略下,其執行所面臨的困境與其差異性作分析比較,經由深度訪談及文獻分析,提供相關建議與改進方向,進而落實我國公共化幼兒園之推動,提升優質化教保服務品質。
      With the modern social change, the average age of marriage is increased. The proportion of domestic newborns has dropped sharply as the result of young couple’s minimal fertility intention. Due to the reason of the declining of birth rate and demographic change, the early-childhood children enrolling in school become fewer, which also having an impact on the situation of Kindergarten. In order to resolve of the problems, the government has aggressively deployed an array of policies such as the promotion of countermeasures for low fertility rate, expanding the public plan of Early-Childhood education, implementing national childcare policy for ages 0-6 as well as providing the publicized childcare institutions. However, the government’s goodwill policies have intrigued the increasingly fierce market competition. Therefore, it should be worth noting that several facets such as what is the publicized kindergarten’s operating methods, the quality of service provided by prechool educators, the difference of parent’s needs as well as dilemma they faced.   The research objects of this study include the kindergarten’s administrative workers, operators, and preschool educators with their different kindergarten background. By using an in-depth interview, this study is to discuss the analysis of the interviewee’s thoughts on the government’s strategies to promote publicized kindergarten and the obstacles they encountered. Through data comparison analysis and literature reviewing, this study concludes suggestions for how to practically implement publicized preschools, and thus enhance the high-quality preschool education and childcare services.
