    Abstract: 獨島（日稱竹島）位居日本海南段，靠近日、韓水域交界地帶；該地雖係遠離陸地、面積不足0.2平方公里之偏僻島嶼，但因其背後涉及龐大的海洋利益，遂使1990年代以來日、韓兩國間的主權爭議愈演愈烈，每每衝擊東北亞區域的安全與和平而影響至鉅。本文之目的，即在透過「獨島爭議」的考察，藉以檢視日韓關係的未來走向，並為東北亞安全體系之構築，提供國際法與國際關係觀點的可能選項。
