    Abstract: 本文乃針對二○○二年北高兩市市議員選舉結果的總體資料，分析三項研究議題，一為剖析斯項選舉所鑲嵌的總體及制度環境系絡，以為選舉結果的解讀基礎。二為根據選舉結果的總體資料，分別計算各政黨在各個選區的實力指數，並由指數表中，探勘出重要的訊息，以為政黨未來擴廣政治板塊的策略參酌。三為論述選戰的決勝關鍵出自政黨的有效提名。至於政黨要遵循哪些原則，方可奠定勝基，再循向擴大席次，乃是論述的焦點。
