    Abstract: 普京就任總統期間，俄羅斯民主出現了倒退的跡象——總統強化了對聯邦主體、國家杜馬、政黨、新聞媒體以及經濟命脈的控制，同時與西方關係惡化，民族主義抬頭。民主倒退的主要原因是經濟改革受挫、社會動盪、貧富分化、車臣分離意識高漲和民族主義的崛起。由於俄羅斯仍保留了普選、公民社會、言論自由等民主基本要素，因此有樂觀的理由。
