    Abstract: 本文以東南亞霾害問題作為分析對象,研析其間存在的經濟發展和環境永續之矛盾關係,以及全球環境治理網絡所發揮的貢獻。研究發現如下:首先,對污染來源國印尼而言,因受限於經濟發展的考量以及利益團體的反對,使其在決策制定時面臨無法兼顧經濟與環境的困境。其次,透過逐漸成形的霾害治理網絡能夠彌補印尼政府於資金和技術上的不足,使其願意參與霾害管制工作。雖然此治理網絡深受主權或利益因素的阻礙,但卻也為問題的解決帶來新的展望。
    Using the haze problem in Southeast Asia as a case study, this paper attempts to analyze the dilemma between economic development and environmental sustainability, as well as evaluating the contribution of global environmental governance network. This article presents the following findings: first, since take into account the economic development and the opinions of interest groups, hence Indonesia Government faces the dilemma between economic and environmental sustainability in the decision making process. Second, the contributions of the haze governance network are strengthening the motivation of Indonesia to participate in environmental regulation activities. Although sovereignty and interests are obstacles to the governance network, yet this network still provide a new solution to the haze problem.
