關於政策統合與協調,是目前全觀型政府、夥伴型政府核心概念,用以統合新公共管理實務擴展之後所面臨的本位主義,希望透過強化內外、垂直與水平互動,建立一體與統合政策。在此同時,我國組織改造過程,除運用政策統合的概念,強化各機關委員會的運作之外,還將整併、重組企劃相關單位,成立「綜合規劃司(處)」,以強化部會內部的統合性業務,諸如政策分析與研究、策略規劃、管制考核等。本文從全觀型治理所要求的策略性、治理暨整合、政策領導等面向,分析政策管理能力之內涵,包括策略管理、績效管理、政策協調與諮商,認為統合性與綜合管理的機制與內部設計,是符合全球政府再造與行政改革的趨勢。但是,基於歷史遺緒與組織慣性,過去實務上並沒有賦予企劃、綜計等單位主動式宏觀規劃的角色與經驗,而幾乎偏重於被動式的綜合彙整行政。本文希望,在應付迫在眉睫的政治問題之外,政務官、機關首長還要花點資源要求綜合規劃設法扮演更積極角色,擘畫國家未來十年、二十年,乃至於三十年要怎麼做,也要建立標準作業與決策檢核清單,花點額外資源確保政策品質。往前看,才是綜合規劃功能成功運作的基礎。 There have been complaints that one organization does not know what another is doing, and that their programs were contradictory, redundant, or both. This article examines policy and programs management through the theoretical lens of holistic governance. Policy management is one of the central concerns in the contemporary study of interorganizational politics. The most important characteristics are: strategic management, policy co-ordination, performance management, and public consultation. Meanwhile, the reorganization of the "Department of General Planning" in ministries is important for the Government Reform .According to the Modifications to the Organization of the Executive Yuan, "Department of General Planning" will exercise some fundamental functions, such as mid-term strategies, policy analysis, monitoring and evaluation. The study examines the feasibility of reorganization and represents some structural problems from the perspective of interorganizational theory and public governance.
