    Abstract:   氣候變遷全球暖化,台灣在推動節能減碳運動以及第四座核能發電廠續建爭議下,電力需求與節能成了社會議題,以現在的LED照明科技技術,照明用電的部分是可以節省的。經濟部能源局推展全臺灣路燈更換LED路燈計畫已經有些時日,然而雲林縣內的路燈仍然使用高耗能高故障率的傳統路燈,致使路燈經常故障夜間照明不足,年維修率可高達34.9%。至於目前全臺灣路燈究竟消耗多少電力資源以及LED路燈究竟能帶來多少節能效益,本研究將現有資料分析統計,推估全臺灣路燈數量,發現全臺灣目前路燈年耗電量為33.2億度,年消耗台灣電力公司的發電成本55.7億元。將雲林縣內的路燈如果更換為LED路燈加以研究,分析LED照明之效率,探討已經使用LED路燈案例的實際效益,並以斗六市與德國布林庫姆城市(Brinkum City)使用LED路燈情形進行比較,本研究推估雲林縣如果使用LED路燈的節能效益可達68.8%,年節省電能約80百萬度,斗六市可達68.9%,年節省7.43百萬度,使用LED路燈不但能節能,更可增添夜間市容美觀,並帶來更多觀光人潮,也可降低因為夜間燈光不足或故障時所產生的夜間犯罪之比率;本研究在進行資料分析時發現,現行的台電路燈包燈用電計費方式不合時宜,可能會影響推動雲林縣LED路燈的節能計畫。
      Due to the climate of the Earth was changed and the affection of global warming today, the movement from energy saving and reducing carbon dioxide (CO2) emission promotion, and the argument of building the fourth nuclear power plant in Taiwan, the need of electricity power and the movement of energy saving has become a hot social issues. The present technology of LED (Light Emitting Diode) lighting and the electricity power consumption of lighting can be saved. However, Yunlin County is still using the high energy consumption and high failure rate street lights, as the plan of all street lights changing to LED light in Taiwan which propagated by the Bureau of Energy, Ministry of Economic Affairs of Taiwan for years. It makes the street lights out of function frequently and the road illumination is insufficient, and the annual repair rate is up to 34.9%. As to how much the power consumption of all street lights in Taiwan and how many benefits that LED street lights can bring for us will be discussed in this research with the available information, which can find that the electricity power consumption of all street lights is 3.32 billion kw/hr. per year. It charges the cost of Taiwan Power Company to generate electricity energy about 5.57 billion NT dollars per year. In this research, we will evaluate the energy saving rate by changing all the street lights to LED ones in Yunlin County, it will be saved up to 68.8% and 80 million kw/hr. per year. The energy saving rate of Douliu City will be evaluated up to 68.9% and 7.43 million kw/hr. per year. In the end, by adopting the LED street lights can not only save energy but also make the city more beautiful in the night and also attract more visitors to come; besides, it reduces the crimal rate which is caused by the light out of order or insufficient illumination. In this research, we have found the charge rate and the range of street lights in number per month is improper. That might obstruct the propagation from using LED street lights in Yunlin County.
