    摘要: 　　少子女化的危機，長久以來一直是政府最頭痛的問題。自從前內政部部長江宜樺上任以來，政府明顯開始不斷的推動少子女化政策，全力改善少子女化現象，有別於過去前幾任部長任內的政策與執行力。因此，引起研究者探討政府從2009~2012年針對少子女化現象之因應策略？試圖了解說服社會大眾多生小孩之敘事策略為何？ 　　　本研究透過敘事批評方法分析結果發現，少子女化政策中政府呈現出具有鼓勵生育的形象，提供完整的支援與促成生育的可能，並建立對家的渴望與經營幸福家庭的觀念，避免讓孕育生命淪為「惡劣環境」下之犧牲品，重視愛的傳承與照護。最後，分析顯示，在如此惡劣的環境條件下，政府的力量是促成民眾生育的關鍵；而政府的角色特質在改善少子女化政策推動中，若較符合說服社會大眾認知，有達成說服的可能。
    　　Since Jiang Yi-huah of the former Interior Minister has been assigned, the government obviously continues to drive the policy and implementation under the trend of fewer children, efforts to improve the phenomenon of declining birthrate. Therefore, this is why I want to study the reason and motivation. To explore Jiang Yi-huah during the assigned period how to assist government response the strategy deals with the phenomenon of low birth rate from 2009 to 2012. What is the social narrative strategies result from attempting to understand and convince public? 　　　The research attempts through narrative criticism to analyze the results, it was found that the policy of the low birth rate showing the government encourages to generate appearance, and provides as full support as possible, and builds the concept of desire to own a home and preserve a happy family. Finally, the analysis showed that the government has indeed contributed the key-point of the fertility, and this role traits also be saw under the trend of fewer children policy, and convinced the fitness of the general public perception, trying to reach the convince of possibility.
