| 摘要: | 警察任務為依法維持公共秩序，保護社會安全，防止一切危害，促進人民福利。使民眾免於恐懼、免於怨尤，是民眾所期盼的，亦是政府施政的重要工作。 民眾對治安的感受與評價，取決於自身週遭生命、自由、財產權益是否被侵害而定，汽車被竊也是民眾關心的話題之一。而汽車竊盜犯罪至今未能完全防範，主要還是在民眾防竊觀念及設備不足所致及政府施政作為。因此，如何將汽車在防竊功能設計、治安人口之管理、預防犯罪宣導及警察勤務規劃並落實執行，才是根本之道。 近年來隨著政經環境與社會結構的變遷，使得治安工作面臨重大的挑戰。各種層出不窮、不斷翻新的犯罪手法，使治安問題成為民眾揮之不去的憂慮，各項民調均顯示整頓治安，加強打擊犯罪始終是民眾重視的重要問題。各級政府皆宣示改善社會治安的決心，警察機關特別將影響民眾生活深重的竊盜犯罪，列為首要的查緝目標，強調「全面肅竊查贓，保障民眾財產安全」。 竊盜是國內現今發生頻率最高的犯罪，案件的發生，除了帶給民眾財物的損失外，且發生次數頻繁，最令人感到心痛與不安全感，易造成民眾對社會治安產生負面觀感。警政署指出，在所有的犯罪類型中，竊盜犯罪一直是發生率較高的犯罪型態，由我國歷年的犯罪統計資料顯示，竊盜犯罪在所有刑案中所佔比率為各種犯罪之冠，而汽車竊盜對民眾安全感的侵害更盛，因為發生在不可測定之時，常常在轉眼不注意時或一夜之間，前一刻還在身邊的愛車即失去蹤影。再者，無足夠的停車場或車厙可供停放與保護，若未能發展出因應之道，未來汽車竊盜將成為民眾的另一個恐懼不安的焦點。 本論文擬深入探究雲林縣汽車竊案的犯罪熱點，分析雲林縣汽車竊案犯罪熱點的時空特性，探討雲林縣汽車竊案的時空分布型態，以及汽車竊盜嫌犯犯罪動機、手法與銷贓管道。此外，本文將評估現階段雲林縣汽車竊盜偵防策略作為之可行性及效益，並檢討司法政策對於汽車竊盜犯之成效。祈能深化民眾對於預防汽車竊盜之常識。
The police tasks in accordance with the law are to maintain public order, to protect the social security, to prevent all harm and to promote the welfare of the people. People look forward to being free from fear and grudge, which is also the work of government. Feeling and evaluation of people toward the order of society depends on whether their own life, liberty, property rights were being violated and the most concerned topic of people is vehicles larceny. Because people do not have enough concept of preventing theft and do not have enough facilities, car theft can’t be prevented efficiently so far. Accordingly, the essential way of preventing car theft are to carry out anti-theft function design of car, propaganda of preventing crime and the scheme of police service. In recent years, with the political and economic environment and social structure changing, the task of public security faces a big challenge. The problem of public security becomes anxiety in people’s mind when brand-new crime skills appear. All the polls show that ruling the public society and fighting against the crime have always been an important issue of the public attention. Government show determination to improve the social security and police especially regards theft as the main target for investigation in the policy called「People striving for public security」, which places emphasis on the people’s safety. Recently, theft is the most frequently occurring crime. When the case occurs, it not only causes the loss of property to people but also let people in society have the negative impression toward the public security. National Police Agency indicates that theft always occurs in high frequency among all patterns of crime. Crime statistics over the years in Taiwan indicates that theft has the highest proportion of various crimes. People feel loss of the sense of security when the car theft occurs because it always occurs unexpectedly. If we can’t develop corresponding way to solve it, car theft will become another origin of anxiety in people’s mind. The study will probe deeply the hot spot of the crime of theft in Yunlin County. The research includes analyzing the quality of space and time of car theft in Yunlin County, probing the distribution of space and time of car theft in Yunlin County, probing the motive, method and way how the thief dispose stolen cars, and strengthen the common sense of preventing car theft in the society. |
