在我國,幼兒教育屬於非義務教育,幼教資源仍然是一種相對稀缺的社會資源。作為教育的起始階段,幼稚教育公平訴求又有著非常重要的意義。學前教育並沒有被列為義務教育,而且在相當長的一個階段也不會被列為義務教育。在教育資源相對匱乏的情況下,優先考慮教育品質還是教育公平,往往會成為顧此失彼的兩難選擇。 對於學前教育和托育問題長年受到忽視,不公平的資源分配,以及不合理的幼托政策,然而台灣雖然已邁入現代化國家,我國學前教育與福利卻落後於許多的國家。許多家長仍然受困於幼兒教托問題,希望能結合文獻及收集其他國家的資料,喚醒國家應重視學前教育問題。 因本研究主要之目的是,透過國家角色在教育平等的相關理論的討論及啟發,來探討當前我國及其它國家學前教育的政策及制度性設計,期能給與國家學前教育政策之一些建議。 In Taiwan, early childhood education is a non-compulsory education, early childhood education resources, is still a relative scarcity of social resources. As the initial stage of education, kindergarten education fair demands of very important significance. Pre-school education has not been listed as compulsory education, but it also will not be classified as compulsory education in the near future. Under the relatively lack of educational resources situation, giving the priority to either the quality of education, or the education fair is tend to be the trade-off dilemma. For many years it has been neglected for pre-school and child care issues, the unfair resources distribution, and unreasonable childcare policy. However, Taiwan has entered the modern country, pre-school education and welfare of our country has lagged behind many other advanced countries. Many parents are still struggling with the early childhood education and childcare issues. Hopefully the literature and data collected in other countries can notify our country to pay attention to the issues of pre-school education. The main purpose for this study, through the role of the country in the discussion of equality in education theory, to explore today’s Taiwan and other countries pre-school education policy and system design, it is expected and hopefully to give some recommendations to country’s pre-school education policy.
