| 摘要: | 台灣各鄉鎮中有許多社區發展協會，這些協會利用社區本身的特質與在地條件，結合地方資源與政府力量，帶領社區居民從事社區營造之事務，達到美化居住環境、提升社區經濟能力、傳承歷史文化與改善生活空間的目的。 崇蘭社區發展協會在前任理事長蕭永忠與現任理事長鍾玉芬努力發展之下，朝向多元運作的方式來帶領協會，以蕭氏家廟的保存與活化再利用為起點，從家祠到縣定古蹟；從家族的重視文教到社區的終身學習；從登革熱警示的社區到推動建康營造的社區，由醞釀到發酵，逐步奠定崇蘭社區社造的發展基礎。不論面臨舊聚落的都市化、經濟的變遷、居民生活型態的改變，該協會皆能在考量社區居民生活需求的基礎上，呈現出整合相關資源及深化在地人文歷史的方法與策略。 在論文的架構上，依撰寫內容與撰述方上可分為四個部份：第一章是動機、目的、方法與範疇等方面說明。第二章藉由文獻來探討社區發展的相關理論與議題。第三章探討崇蘭發展協會如何透過美化社區環境，著重家庭關懷，增進社區意識等不同層面的策略與方法，來融合新舊文化之間各類叢生的問題。 近年來，隨著福利社區化的的落實，第四章當中也對目前社會在快速改變的進程中所面臨的高齡化、少子化，以及社區內婦幼安全、新住民的生活適應、老人與身心障礙的照顧、以及在各類計畫與活動當中所展現的社會網絡等方面，進行不同角度的探討，藉此以呈現該社區在現代社會發展上，所實際扮演的角色與功能。
In Taiwan, there are numerous community development organizations. Through their unique characteristics combined with local resources and government support, these organizations lead the residents to engage in community-building activities. As a result, the community environment is beautified, the community economic capacity is enhanced, local heritage and culture can be preserved and the living space for the residents is improved. Through the multi-facet developmental and operational efforts of Xiao Yongzhong and Zhong Yufen, the former and the current president of the Chon Lang Community Development Association, respectively, a development foundation of the Chon Lang community is gradually established. The process started with the preservation and revitalization of the Xiao’s family shrine, followed by county-level heritage sites; and from the emphasis of lifelong learning in the family to dengue fever alert education in the community to community empowerment. Regardless of the urbanization, economic change, the changes of residents'lifestyles, the Association is able to take into account of the needs of the residents and thus demonstrating the methods and strategies used in consolidating related resources and deepening local humanistic history. The structure of the thesis will be divided to four parts according to its content: Chapter 1 will contain the description of motivation, objectives, methods, and domain area; Chapter 2 will explore the literature regarding the theories and topics related to community development; and Chapter 3 will explore how the Chon Lang Community Development Association consolidates the issues arise with the new and old cultures through strategies such as beautifying community environments, focusing on family care, enhancing community awareness. In recent years, with implementation of the welfare of community, the community is changing rapidly. Chapter 4 will explore issues including ageing, low birth rates, safety of women and children in the community, new immigrants, care of the elderly and disabled, social networks of various programs and activities. Through the discussion of the above issues in various perspectives, the roles and functions of the community in the development of modern society will be illustrated. |
