    Abstract:   由於近年來氣候的變遷與環境的污染日益嚴重,影響到了人類身體的健康及生命財產的安全,世界各國政府開始意識到除了追求經濟的快速發展之外,也必須要兼顧環境保護的重要,因此各國政府開始立法來規範以避免更嚴重的環境破壞。身為世界前三大經濟體的歐盟在環境保護方面也不遺餘力,自2003年開始頒佈了一連串的環保指令,其中以REACH指令所涵蓋的範圍最廣,幾乎所有要進入歐盟的產品都必須受到此規範,然而法規的公佈將會影響外國廠商之產品進入的困難,無形中形成了一道貿易壁壘,因此對廠商的影響最鉅。   面對日益興起的 環保意識,各個企業無不嚴肅的看待這個問題,環保問題已不再是一個口號,而是影響企業生存及未來發展的一個重要關鍵,生產環保的產品已成為一個趨勢,而在面對歐盟這個廣大市場所頒佈的法令,影響層面之大迫使政府單位及企業不得不去重視。   本論文除了 說明歐盟REACH指令的內容及發展過程外,主要將探討REACH指令對台灣產業的影響,以及台灣政府、檢驗中心的因應方式。透過資料收集及訪談的方式來了解在面對盟REACH指令各個產業除了尋求政府及檢驗中心的協助外,企業本身也應建立起完善的綠色供應鏈,透過整合使得產品更能符合市場的需求並保有其競爭力。
      In recent years climate change and worsening environmental pollution and affect the human body's health and safety of life and property, in addition to governments around the world began to realize that the pursuit of rapid economic development, but also must take into account the importance of environmental protection. Therefore governments have begun to legislate regulations in order to avoid more serious damage to the environment. As the world's top three economies, the EU has also spared no effort in environmental protection, since 2003, issued a series of environmental directives, including directives to the scope of REACH most widely. Nearly all of the products before entering the EU must be subjected to this specification, however, the publication of laws and regulations will enhance the difficulty for foreign products and virtually formed a trade barrier, and therefore the impact on manufacturers is enormous.   Facing the rise of environmental awareness, companies begin to take this issue seriously. Environmental protection is no longer a slogan, but a key for survival in the future development. Producing environmental friendly products has become a trend. Governments were forced to view this decree of EU seriously due to the vast market in Europe.   This paper not only explains the content of the EU REACH Directive and the development process, the main REACH directive will explore the impact on Taiwan's industries, and the response of Taiwan government and test center. Through data collection and interviews, it will help us to understand the EU REACH directive in the face of various industries in addition to seek the assistance of the Government and the test center. Manufactures should establish a complete environmental supply chain and integrate with the products to fit and maintain the competitiveness in the market.
