在學院的社會工作課程中,社工和專業被理所當然的扣在一起。在台灣的社會工作學門發展的歷史脈絡裡,專業化也成為了一個被熱烈討論的議題。然而,社工專業化的推展是否有達到提昇社會工作之服務品質,促進社會工作專業之發展的目的,需要從具體的社會工作實踐場域去探究。 本研究透過在障礙場域的福利服務工作者的深入訪談,試圖了解障礙服務的現況、社工專業化對障礙福利服務產生的影響,專業化是否回應障礙者的需求及促進權利的保障。 研究發現障礙福利服務工作者有一套別於官方專業化論述的說法─實務能力的強弱或學術知識的書寫論述能力;證照化的體制不符合實務工作的專業需求,實務實作知識難以被證照認定制度認可,而學術知識單向傳遞給非社工背景的福利服務勞動者。專業化對障礙福利服務的影響是壓縮了其他背景的助人者介入的空間,以及政府與方案補助會以社工資格作為申請限制。 本研究建議機構評鑑的重點應放在實際福利服務執行的成效,避免落入文憑主義的迷思;社工資格與證照考試需多元納入不同意見,採取共識而不是主流觀點;培養整合社會工作與社會福利以及社工實務研究的中介人才;障礙福利服務宜採取社區工作的取向並強調跨專業、跨領域;在資源上應注重福利環境的改善與促進社工觀點與在地實務觀點的交流。 Professionalization of social work in Taiwan is a controversial issue between social work scholars and practitioners. This study explores the impact of professionalization of social work on disability welfare service, through in-depth interviewing with manger of disability NPOs and social work practitioners. This study shows that compared to the official discourse of professionalism, social work practitioners in disability welfare service has a different interpretation of professionalism, the former focuses on academic knowledge and the later stresses on practical knowledge. In addition, the current certification system discourages people without social work background to take part in disability welfare service. The new regulation also forces the disability NPOs to recruit more certified social workers in order to apply for governmental funding. Finally, this study suggests the professionalization of social work should include the voices from social work practitioners and reconsiders the needs of customers of social welfare service and non-profit organizations.
