| 摘要: | 在競爭激烈的年代，工商繁忙的社會，人情淡薄已成自然現象，在台灣鄉下的農村中，由於社會的轉型，大量的年輕人離鄉背景的擁入都市為自己打拼，農村中人口越來越少，削弱了生產力，也讓不少良田苦無青少耕種。台灣數十年來的經濟發展，雖然展現了現代化都市化的生活，創造了經濟奇蹟，但是在這奇蹟的背後，我們也付出了相當大的代價，無論是都市景觀、生態環境的全力破壞，都已經嚴重影響到我們生存的空間。為推展高品質的生活環境，政府及民間正大力鼓舞推動社區總體營造工作，強調由下而上及民眾參與原則，以社區現有條件及居民之努力共同建立獨特的社區文化，提升社區生活素質、藝文氣息等高品質的居家環境。 由於政府資源和人力有限，並無法全數滿足所有社區的需求，而部份由政府規劃支援經費所進行的社區改善工作，在舉辦完熱鬧的活動後，往往因社區中缺乏自主性的常設組織，或自籌經費困難等等原因，以致無以為繼，回歸原點至為可惜。因此，為了使社區能永續經營與發展，許多公共事務已由過去專家規劃的方式轉移至公民參與，讓社區的居民及社區的組織有更多的社區事務參與空間，集結人民智慧共同形成改革的動力及規劃和落實政府再造方案，並且成為各項地方事務發掘、研究與解決問題的主體。 社區要走向如何，要發展成什麼樣子，這要靠全體社區民眾自發性的去進行。為了讓夢想能夠實現落實，必需透過一個可以操作出來的機制，本研究認為「非營利組織（non-profit organization，NPO）」現即正扮演者社區發展積極推動者的角色。 本研究所要探究的即是透過研究案例的分析，瞭解「鄉村型非營利組織」如何在推展社區總體營造過程中，有效整合地方資源帶動社區永續發展的實貌。探討其與社區居民及政府部門的關係，社區營造工作的具體發展策略，進而針對該基金會組織運作方式、社區居民對基金會的看法、居民參與社區活動各期程的態度等面向進行訪談與調查，以瞭解基金會推動社區改造事務，提昇社區生活素質及帶動社區經濟發展的社會責任與服務之成果。並藉由對社區發展的內外部環境進行分析，發掘基金會在推動社區總體營造的歷程中所遭遇到的困境及因應的解決措施。在結論及建議中，將針對推動社區發展的優劣及現行政策與缺失提供建言。
In the busy society, it seems to be taken for granted that the relationship between people has become indifferent in the competitive period. Owing that our society is changing into another one, most the young living in their birthplaces leave their hometowns and move to big cities to strive for the future. As a result, the population in the countryside is decreasing and its production is, too; futhermore, none would like to work in the farmland. For the past years, we have created economy miracle and improvrd modern city life. However, at the back of economy miracle, we also lost what we had. The views of the cities and our life environment have absolutely been damaged, effecting on our life seriously. To raise an ideal life environment, the government and citizen are now pushing an activity of the community construction. The main principles we stress are people’s particpitation, and our puporse is to bulid an unique community culture based on the characteristics and efforts of the community. Finally, with promoting the community environment, it will be able to achieve a good quality life in art, culture etc…. Due to the limition of the government resources and manpower, it can not satisfy with all needs of the residents in the community because some expenses are offered by the government supporting. Therefore, the result of the developing activities is always broken off by lacking an organization that can driectly control everything and the difficulty to gather financial resources after lively activities. Hence, in order to have the community constantly develop, lots of public affairs which were planned by the experts in the past have been transferred to the civial participation, so the residents and the organization in the community have more opportunities to join the public affairs, and they also become a topic to discuss, research and solve. How will the community go on? What will it change? This totally depends on the residents in the community. To have dreams come true, it really needs a system that can be operated directly. The study of “ Non Profit Organization” ( NPO ) is just playing a role of pushing the community development. By the case analysising, the research of the institute is to understand how to push the process of the community construction in “Non Profit in the Countryside” and effectively gather the community resources. Futhermore, here are our issues we will disscuss in this thesis: the relationship between the residents and the government, the specific strategy of the community construction, how to run and organize the fundation, the attitudes of the residents participating in each activity through the interview and investigation, the role playing of the fundation, and the results of raising life quality and pushing the economic development in the community. We will also discover what the fundation will encounter in the process and find solutions to solve them; meanwhile, we will offer our suggestions to aim at the defects and the policy of the community development in the conlusion. |
