馬來西亞為東南亞區域中汽車工業策略中心,該國與世界其他國家擁有良好之貿易網路聯繫。在汽車工業發展方面,馬來西亞是近十年以來新崛起的一匹黑馬。隨著東協自由貿易區之落實,馬國的汽車工業商機因而也正在增加中。除了國內的汽車製造工業發達之外,馬國同時也引進國外的汽車商,以及鼓勵外國廠商在本地進行投資,並且與當地汽車製造業者進行合作。 一國在經濟與工業上的發展與國家機關干預程度有相當密切之關係。而馬來西亞的國家機關在政治與經濟上扮演的角色,皆是影響工業發展的重要因素。本文以馬來西亞的汽車工業為研究主題,採用歷史結構分析法以及「國家統合主義」的理論解析馬來西亞的政經結構,國家機關在政經上所扮演的角色,以及對馬國在汽車工業上的發展模式進行討論。 本研究從馬哈迪在位時期,對於國家汽車公司-「普騰」 (Proton)所採取的政策,以及巴達威政府所實行的汽車工業政策作討論。從兩者所走的路線上來看,討論馬來西亞在汽車工業上的發展,該是採取保護亦或是開放的態度。 再者,以馬國的汽車進口准證制度為例,保護汽車工業政策的實行,其目的是要保護本國工業的發展,但此種變相的貿易保護政策都會破壞馬國的經濟發展。因此,對於馬來西亞汽車工業的未來發展,是否能夠在不影響本國產業發展的前提之下,達到平衡的狀態,將是馬來西亞執政者需要審慎思考的課題。 Malaysia is the tactics center of automobile industry in the area of Southeast Asia, and it has a good trade network to contact with other countries in the world. This resarch discusses the policy of Mahathir's automobile industry on the national automobile company-"Proton", and Badawi's policy on the automobile industry.
