馬來西亞為東南亞區域中汽車工業策略中心，該國與世界其他國家擁有良好之貿易網路聯繫。在汽車工業發展方面，馬來西亞是近十年以來新崛起的一匹黑馬。隨著東協自由貿易區之落實，馬國的汽車工業商機因而也正在增加中。除了國內的汽車製造工業發達之外，馬國同時也引進國外的汽車商，以及鼓勵外國廠商在本地進行投資，並且與當地汽車製造業者進行合作。 一國在經濟與工業上的發展與國家機關干預程度有相當密切之關係。而馬來西亞的國家機關在政治與經濟上扮演的角色，皆是影響工業發展的重要因素。本文以馬來西亞的汽車工業為研究主題，採用歷史結構分析法以及「國家統合主義」的理論解析馬來西亞的政經結構，國家機關在政經上所扮演的角色，以及對馬國在汽車工業上的發展模式進行討論。 本研究從馬哈迪在位時期，對於國家汽車公司－「普騰」 (Proton)所採取的政策，以及巴達威政府所實行的汽車工業政策作討論。從兩者所走的路線上來看，討論馬來西亞在汽車工業上的發展，該是採取保護亦或是開放的態度。 再者，以馬國的汽車進口准證制度為例，保護汽車工業政策的實行，其目的是要保護本國工業的發展，但此種變相的貿易保護政策都會破壞馬國的經濟發展。因此，對於馬來西亞汽車工業的未來發展，是否能夠在不影響本國產業發展的前提之下，達到平衡的狀態，將是馬來西亞執政者需要審慎思考的課題。 Malaysia is the tactics center of automobile industry in the area of Southeast Asia, and it has a good trade network to contact with other countries in the world. This text, as the main shaft with Malaysian automobile industry that adopts the analytic approach of the historical structure and "State Corporatism" to analyze the structure of Malaysian political and economy, the role of the government office acted on the political and economy. And discuss the model of Malaysian automobile industry development. This resarch discusses the policy of Mahathir's automobile industry on the national automobile company-"Proton", and Badawi's policy on the automobile industry.
