    摘要:   本研究主要採用質性研究方法,深度訪談臺中市參與教育部學校本位國際教育計畫的三所國民小學之校長、相關行政人員、教師、家長,旨在了解臺中市國際教育計畫之推動情形及執行成效,希望藉由分析臺中市國民小學校長、相關行政人員、教師及家長對國際教育政策內涵的看法,以了解不同層面之利害關係人在執行時所遭遇到的問題與困境,藉以提供可能的解決之道,期許大家對於國際教育政策有更好的調適與認同,進而改善國際教育的品質,並作為行政機關或學校推動國際教育之參考。  臺中市國民小學國際教育計畫的實施現況及成效之研究結果,研究發現:壹、臺中市國民小學相關人員對國際教育政策之認知一、教育相關人員及家長對於實施國際教育的看法是持正面肯定的態度,且認為實施國際教育有其必要性。二、教育相關人員對於目前教育部訂定之國際教育政策內容大致瞭解,但政策面的瞭解與實際去推行是有所落差的,對國際教育政策的理解還是有限。三、家長對於目前教育部訂定之國際教育政策內容不瞭解,因未能接收到相關政策的宣導。貳、臺中市國民小學國際教育計畫之形成  學校形成國際教育計畫之動機各有不同,但站在孩子的立場,學校是願意支持並推動國際教育。目前臺中市國民小學形成國際教育計畫之動機有:(一)拓展學生國際視野;(二)發展學校特色;(三)時勢所趨;(四)政府相關單位指定。參、臺中市國民小學國際教育計畫之規畫一、學校國際教育計畫之執行設有專責單位規劃與推行,考量活動、方案需求不同,而有不同的專責人員。二、學校國際教育計畫的規劃是否考量教師、家長意見及學生的需求,也關係教師、家長對於計畫的瞭解程度及參與意願。三、目前學校國際教育計畫以課程融入、國際交流、教師專業成長及學校國際化等四軌面向規畫學校推動策略,輔以外語學習及配合學校行事舉辦國際教育相關活動。肆、臺中市國民小學國際教育計畫之執行困境  目前學校在執行國際教育計畫時所面臨到的困難主要有:(一)政策限制太多;(二)SIEP撰寫困難;(三)經費不足;(四)人力資源不足;(五)媒合平臺未整合;(六)教師專業知能不足與推動意願不高;(七)課程壓縮與議題過多。伍、臺中市國民小學國際教育計畫之執行成效一、各校推動國際教育計畫具體成效不一,但整體而言,校長認為國際教育須長期投入,才能有成效。二、學生願意去參與國際教育活動,透過活動,孩子的國際視野更寬廣,有接觸外來人的機會,學習並尊重外國的文化。三、教育相關人員在參與國際教育的過程中,自身的國際視野更廣,對國際教育有不一樣的認識與理解,在教學上也會思考如何將國際教育的元素帶入課程,讓孩子有更多元的國際觀。
      This study mainly adopted method of qualitative research, was using depth-interview methodology to the principals、relative administrative personnels、teachers and parents of three Taichung’s elementary schools who participated in the project of school-based international education provided by the MOE, by analysing their views on the content of international education and knowing the problems and predicaments of those executing stakeholders from different levels, intended to propose some reasonable methods, to hope that more adaptation and identification with the policy of international education and to improve the quality of it, furthermore, as a reference of these administrative organs and schools to promote international education.  This study 「The Case Studies on the Elementary Schools Promoting Internationl Education Projects in Taichung City」came to results as following: 1. Related persons’ cognition to international education of elementary schools in Taichung. (1) Education-related personnels and parents held positive attitude toward international education, and agreed the necessity of impling it .(2) Education-related personnels had general ideas of the content of international education policy, but gaps existed between realization and execution, showed that the realization toward international education was limited.(3) Parents had little information on the content of international education policy provided by the MOE, for unable to receive the related propaganda.2. The formation of international education project in elementary schools in Taichung city.  Each school’s motivation differed when forming international education, but stood in the position of children, they were willing to support and promopt international education. Currently, the motivation of forming international education project in elementary schools in Taichung city were: (1) To expand the international horizons of students. (2) To develop school characteristics. (3) Trend of the times. (4) Designation by goverment agencies.3. The planning of international education project in elementary schools in Taichung city(1) Dedicated units were set up in charge of planning and implementing the execution of international education project, considering different demand from activities and programme,there were different dedicated staffs .(2) The planning of international education project in elementary schools to consider whether to meet the opinions of teachers, parents and the demand of students, also concerning their understanding and willingness to participate in the project.(3) Currently, the international education project planned school prompting tactics by four dimensions: integrated curriculum、international exchang、teachers’ professional growth and internationalization of school, supplemented with foreign language learning and act with school’s schedule holding related activities about international education4. The difficulty of international education project in elementary schools in Taichung city The main difficulties of implementing international education project in elementary schools were as following: (1) the policy itself was constricting;(2) writing difficult in SEIP;(3) insufficient expenses;(4) insufficient human resources;(5) matching platform didn’t integrate (6)insufficient teachers’professional knowledge and passive intention in prompting;(7) course compression and excessive issues.5. The executing results of international education project in elementary schools in Taichung city.(1) Schools that had prompting international education project came with varying success,but taken as a whole, all principals thought that long-term investment in international education is necessary, in order to have effect.(2) Students were willing to participate activities of international education, through these activities, children’s international perspective were broaden, had the access to foreign persons, and learning and respecting foreign cultures.(3) Education-related personnels who within the process of participating in international education, got a wider international perspective themselves, had different knowledge and understanding to international education, meanwhile, also tried to bring elements of international education into the curriculum when on teaching, let the children having more diverse international vision.
