    摘要:   工業區污水廠污水處理費用必須能支應污水處理廠總成本,而處理費用以處理量乘以單價來計算,因此處理單價訂定會關係到污水廠能永續經營。本研究以利澤污水廠為例,計算污水廠廢水合理收費單價,以符合使用者付費之原則,並挑選3座水量與利澤污水廠相近,但操作營運虧損嚴重之污水廠,進行對照試算。  總成本包括建造及營運成本,因此收集利澤污水廠初始建造成本及營運成本;而計價項目包括處理水量、COD及SS,及COD、SS實際進流水質等資料,依據2017年污水廠平均水量收費率80.8%、COD平均收費率53.7%、SS平均收費率28.4%及龍德污水廠之總成本比例分攤,水量、COD、SS之成本分攤比例依序為48%、30%及22%,依此方式計算,得出處理費率水量為28.41元/m3、COD為97.12元/Kg及SS為340.57元/Kg。  經本研究得知,影響污水廠收費費率高低有2大因素,第一是污水廠營運操作成本與廢水水量及水質,污水廠支出成本越高,其分配至水量、COD、SS費用相對較高。第二是污水廠操作水水量及水質在一定數值以上時,營運成本平均分配後,可以得到比較合理之費率。為使污水廠能適時反映操作成本於污水費率上,建議應於每年度結算後,與上年度進行分析與比較,作為未來全面檢討與修訂之依據。
      The sewage treatment cost of the industrial wastewater treatment plant (WWTP) must be able to support the total cost of the sewage treatment plant. The treatment cost is calculated by multiplying the treatment volume by the unit price. Therefore, the treatment unit price will be related to the sustainable operation of the sewage treatment plant. In this study, the Lize Wastewater Treatment Plant was taken as an example to calculate the reasonable unit price of wastewater from WWTP in order to meet the user's payment principle. In addition, three sewage plants with similar water consumption were selected to verify the method.   The total cost includes construction and operating costs. The initial construction and operating costs of the Lize Wastewater Treatment Plant are collected; The actual water inflows of COD and SS are collected from the Lize Wastewater Treatment Plant, based on the average water volume of WWTP in 2017. The charge rate is 80.8%, the average COD charge rate is 53.7%, the average charge rate of SS is 28.4%, and the total cost of Longde Wastewater Treatment Plant is apportioned. The water cost, COD, and SS cost share ratios are 48%, 30% and 22% respectively. The processing fee rate is 28.41 yuan/m3, the COD is 97.12 yuan/Kg and the SS is 340.57 yuan/Kg.  This study points out two major charging factors of sewage plant. (1) The operating cost of the wastewater plant is related to the volume and quality of the wastewater. The higher the cost of the wastewater plant, the higher the allocation of water, COD, and SS. (2) When the operating water and water quality of WWTP is above a certain value, a reasonable rate can be obtained after the distribution of operating costs. In order to reflect the operation costs on the sewage charges timely, the operation cost should be analyzed and compared by year, so as to obtain a suitable sewage charges .
