摘要: | 橋頭國小周遭因離島工業區之開發,較未開發前新增了許多商業活動,因其位於往來麥寮離島工業區之主要幹道154縣道上,在工業區開發後,二十多年來其噪音環境持續受到關注,並歷經管制標準加嚴調整。然而根據本研究之結果顯示,橋頭國小周遭仁德路自61號快速道路至橋頭國小間之商家密度與麥寮國小周邊之中山路及中興路相似,尖峰交通流量方面,橋頭國小仁德路之車流則較麥寮國小周邊最熱鬧之中興路稍高,但二國小之交通噪音監測結果整體差異不大,介於人耳難以辨識之範圍,但其道路交通噪音法規限值則因管制區劃分不同,而有2~5dB之差異。工業區之開發,同時帶動了離工業區近之橋頭國小周邊與較遠之麥寮國小周邊的發展,雖橋頭國小尖峰車流稍多,但在二者商業密度相近、道路噪音表現幾乎沒有差異,且其周邊已儼然發展成住商混合區之情況下,本研究建議,橋頭村之噪音管制區劃分因應地方發展需求,且在學校周邊50米內已劃定為特定噪音管制區而管制標準加嚴5 dB之前提下,應可與麥寮國小同步,將部分商業區劃分為第三類管制區。 Because of the construction of Yunlin Offshore Industrial Park, the commercial activities around the Ciaotou Elementary School are increased. Besides, the school is located on the 154 County Road, the main road connects to the Yunlin Offshore Industrial Park, the noise environment quality continues to receive attention for about 20 years. Therefore, it even undergone strict adjustments to the regulatory standards for avoiding traffic noise to affect the study of students. Although the monitored noise quality has a stable performance for many years, the stricter standards have moved it close to the practice measured value. However, according to this study, the amount of stores along Rende Road between Ciaotou Elementary School and the expressway of No. 61 is similar to that of Zhongshan Road and Zhongxing Road around Mailiao Elementary School. In terms of peak traffic flow, the situation of Rende Road is not much different from the Zhongxing Road, which is the busiest street around Mailiao Elementary School. The traffic flow of Rende Road is a little higher than that of Zhongxing Road. However, the traffic noise monitoring results of the two elementary schools are similar, and its difference is in the range that is difficult to be recognized by the human ear. Nevertheless, the traffic noise regulations have a difference of 2~5dB between the two school. The construction of industrial park has driven the industry around the two schools, the traffic noise has no difference between the two schools under the traffic flow management. For the considering of commercial develop it is suggested that parts of the commercial area should be divided into the third type of noise control area, especially under the premise of the stricter noise standards enforcement due to classification of the special noise control area. In fact, after the construction of the industrial park, the area around Ciaotou Elementary School has developed to be a residential and commercial mixed-use area. |
