新冠疫情前,全球經濟蓬勃發展,「文化觀光」是全球近年來的發展趨勢,透過文化的吸引力,結合觀光,不只為一國帶來經濟發展,也塑造該國家的形象,進而提升該國的公共外交。歐洲國家中,義大利藉著文化觀光提升公共外交。本文以公共外交為論述基礎,探討義大利公共外交與文化觀光的密不可分的關係。本文以義大利歐洲文化之都城市作為文化觀光研究之基礎,從獲選城市的文化觀光型態,與其在義大利文化外交之應用,結果發現文化觀光在義大利公共外交重要性及高。義大利重視文化傳承與維護,人民對義大利文化傳播之影響力,文化觀光也提升正面的國家形象,與疫情後之影響與應對政策。 Before the COVID-19 pandemic, the global economy was booming. “Cultural Tourism” has been a global development trend in recent years. Through the attraction of culture, combined with tourism, it not only brings economic development to a country, but also shapes the country's image and thereby enhances the country. Among European countries, Italy promotes public diplomacy through cultural tourism. Based on public diplomacy, this article explores the inseparable relationship between public diplomacy and cultural tourism in Italy. This article uses the European cultural capital of Italy as the basis of cultural tourism research. From the cultural tourism type of the selected city and its application in Italian cultural diplomacy, it turns out that cultural tourism has a profound impact on Italian public diplomacy. Italy attaches great importance to cultural inheritance and maintenance, the people's influence on the spread of Italian culture, cultural tourism also enhances a positive national image, and the impact and response policies after the epidemic.
