摘要: | 溫室效應導致全球氣候變遷,為降低溫室氣體排放,台灣透過尋找再生能源、提昇發電效率、節約能源、產業結構調整和電業自由化,達到台灣在 2025 年不必依賴核能發電的目標。本研究應用企業永續報告分析方法,以工業區廠房興建屋頂太陽能為例,找出關鍵議題以建立推動策略,作為推動屋頂太陽能興建之參考依據。首先分析工廠設置太陽能之利害關係人,隨後參考全球報告倡議、聯合國永續發展目標、ISO26000建立關鍵議題,再對利害關係人進行關鍵議題問卷,並進行經營階層意見調查,得出最受重視之關鍵議題,並確認現階段政府政策、廠商及太陽能供應商之在關鍵議題之配合度,建立經濟面、社會面、政策及環境面待改善方向。結果顯示,為鼓勵建置再生能源,政府於2009年通過再生能源發展條例,保障20年收購再生能源,但逐年調低收購價格;內政部營政署在不得影響公共安全及妨礙違章建築處理原則下,開放可建置太陽能之四種屋頂;而廠商希望簡化行政程序,不需提報太陽能屋頂給政府,才能安心建置,達到2025非核家園目標。 The greenhouse effect led to global climate change. For the reduction of carbon emissions, Taiwan government set up the goal of no nuclear power usage before 2025 using the renewable energy, the improvement of power generation efficiency, saving energy, adjusting the industrial structure, and liberalizing the electricity industry. This research applies the analysis method of the Corporate Sustainable Report on the construction of rooftop solar energy in industrial parks to identify the key issues of promotion strategy. First, the stakeholders of solar energy in the factory were analyzed. Second, the established key issues were established regarding the Global Reporting Initiative, the United Nations Sustainable Development Goals, and ISO 26000. Thirdly, the questionnaire on key issues of the stakeholders and the survey of opinions from the management were conducted to find the most valued ones. The government policies, manufacturers, and solar energy suppliers on key issues confirmation were analyzed to establish the necessary improvement in the economic, social, policy, and environmental aspects. For the goal achievement of non-nuclear homes in 2025, the government passed the Renewable Energy Development Regulations in 2009, which guarantees the purchase of renewable energy for 20 years with lowering the purchase price year by year. The Construction and Planning Agency, Ministry of the Interior agreed four kinds of the rooftop to build the solar panel under the safety guarantee of public building. The manufacturers hope to simplify the administrative procedures and do not need to report the solar roof to the government. |
