因溫室效應而導致大自然環境溫度上升，導致全球氣候變遷、溫度變化加劇，加上現今社會發展快速，民眾用火、用電量增加，民眾因使用電器設備不慎而引起火災的案例有增加的趨勢，當火災發生率上升，所造成生命財產損失亦越發嚴重，我國政府為降低人民因火災發生導致的人命傷亡及財產損失，而制定相關法規來進行防火宣導，本研究以嘉義市內的避難弱勢容留機構為對象，並以消防機關執行的防火宣導業務，來探討防火宣導減低火災危害的成效，同時檢視防火宣導業務目前施行的狀況，透過對政府機關、避難弱勢機構業者等關係者進行訪談，將訪談得到的資料彙整並參考文獻資料，發現執行防火宣導可能面臨避難弱勢容留機構場所的人力不足、防災資訊缺乏等問題，為有效提升防火宣導業務執行成效，應制定相關法規公告業者遵守、編列預算補充人力不足、成立專責機關或專業機構彌補防災資訊缺乏等問題。 Due to the greenhouse effect, the temperature of the natural environment has risen, resulting in global climate change and temperature change. The rapid development of current society and the demand of electricity and fire has increased, fire occurrence cases raised and caused by the careless use of electrical equipment. The increase of fire incidence is getting serious of people’s loss of life and property. For reducing the casualties and property losses of the people caused by fire, our government has formulated relevant laws and regulations to carry out fire prevention guidance. This study targeting Chiayi refugee sheltering institutions, and the fire prevention by the fire department to see the effectiveness of reducing fire occurrences. At the same time, the study also reviews the current fire prevention guidance condition. Conducting the interview with shelter institutions and government, compiled the data obtained from the interviews and the literature, found out that the implementation of fire prevention propaganda may face problems such as insufficient manpower and lack of fire prevention information in shelters. The government should formulate relevant laws and regulations to announce compliance by companies, budgets increasing to supplement manpower shortages, and establish specialized agencies or professional organizations to make up for the lack of fire prevention guidance.
