    Abstract: 知識管理倡導者相信,透過資訊科技的力量,組織的知識管理將順理成章的成功。也因為如此的主張,管理者可以將其喜好的管理機制設計在知識管理系統的功能中,以確保「正確的知識」被儲存並妥善的擴散到需要知識的人手上。因此,用以保證一切都在掌握之中的監視(surveillance)功能,則必須被隱涵在知識管理的設計中。儘管如此,知識管理系統的實施仍然無法符合大家對它的期待。為探索此現象,本計畫擬進行兩階段研究。第一階段,將進行現象學研究。透過此研究方法,可以理解知識管理系統使用者的知識創造及分享的生活經驗。第一階段研究發現之構面及主題,將作為第二階段發展衡量全域監視下,知識創造及分享行為問卷的基礎。研究發現對組織知識管理機制及組織管理系統之設計將有重要貢獻。
    Advocators of knowledge management (KM) believe that with the power of information technology (IT), the success of KM will be delivered automatically. With this emphasis, managers can design their favorite KM mechanism into knowledge management systems (KMS) by guaranteeing “the right kind of knowledge” has been stored and properly distributed to those who need it. To ensure the success of the managerial plans, a rigorous surveillance function has to be implemented into KMS to guarantee that everything is well “managed”. However, this design may not bring KMS implementation up to expectation. To explore this phenomenon, we conducted a two-phased research. In the first phase, we will conduct a phenomenological study to understand participants’ lived-experience of knowledge creation and sharing in the context of KMS. The defined constructs and themes from the fist phase research findings can provide a base for measurement develop in predicting the knowledge creating and sharing behaviors under the surveillance. These findings will contribute to the knowledge management systems (KMSs) design for enterprises who expect to gain competition in knowledge economic era.
