    Abstract: 政策倡導團體之間向來基於自己的政策視框建構政策要素,冀以爭取最終的政策合法化機會。不過,各個倡導團體如若堅持自己的視框,不能藉機與藉勢進行視框的交流、互動與反省,而由單一視框主導政策的形成,每會因視框程度不一的注意赤字,而造成多元不同的政策赤字,導致原本冀圖的政策效應無由滋生。本文鑑於視框衝突的破壞性,視框反省的迫切性,掌握政策機會窗開啟的時機,乃深度論述視框反省的內涵,以洞視框反省的重要性,提出視框反省的確切作為,以及視框反省所能開啟的建設性機會。
    In order to pursue policy legitimation, multiple policy advocacy groups always utilize their policy frames to construct policy elements and attempt to build majority coalitions. However, if each group persists its policy frame and cannot find a way to interact, communicate and reflect, policy deficits will be resulted from this policy making process. The desired policy efficacy has no way to produce. This article seeks to examine the values of frame reflection and discuss the destruction of frame conflict. For the purpose of seizing the opportunity window of policy, the deep examination and discussion is to search the implication, strategy and utility of frame reflection.
