Due to the change of demographic structure and education environment, the government and schools have all along been cudgeling their brains to make an attempt to look for the most suitable education policy. In consideration of the factors of historical, geographical and community needs, the Bureau of Education of Kaohsiung City Government establishes a certain Learning Campus downtown to carry out innovative transformation and development plan for schools. The related issues and strategies implemented for the plan are the themes of this research. The paper aims at understanding the development and resource sharing of characteristic curriculum in this Learning Campus, and the interaction and communication situations among the various units of this Learning Campus in order to provide a reference for the educational administrative institutions and administrative units of schools. The paper intends to explore an educational model of the "Learning Campus" style. This is a newly emerged educational partnership group model. This development model is still a very rare case in Taiwan. Therefore, the paper employs exploratory research, with a hope to have more thorough understanding of the model. Adopting qualitative research approach, research is carried out through the ways of literature analysis, in-depth interviews, and personal observation. Some staff of the Bureau of Education stationed at the Learning Campus, some staff of schools and some units stationed there (including the sponsoring companies and university units) are selected to be interviewed, in order to deeply understand the development context and subtle relationship among the four schools of the Learning Campus (for the part of elementary school), and between the members of Learning Campus and the Bureau of Education of Kaohsiung City Government in the formation process of the Learning Campus. The research results of the paper are obtained as follows: 1. Resource sharing in the Learning Campus has affected the implementation of characteristic curriculum at different schools.2. Partnership in the Learning Campus has affected the implementation of characteristic curriculum at different schools.3. Resource sharing and partnership in the Learning Campus have established a closer tie in between due to implementation of characteristic curriculum.4. The students' willingness to go to school is indeed affected after implementation of characteristic curriculum.
