This study tends to activate the tourism industry and increase the output value of tourism by developing the trips related to Scouting activities from the perspective of multi-value and diversity tourism. By adopting quality method, this research firstly reviews the relevant literature and draws up the interview structure; then the expert validity check is used as the revision of the interview draft. The interview is modified according to the research process of Eisanhardt (1989) in order to meet the research purpose. Through in-depth interviews with people involved in Scouting, the researchers learned the feasibility of a travel plan that combines a child's altruistic behavior. The results of coding, analysis and induction interviews show that: It is highly feasible to combine the travel planning of Scouting altruism; from the point of view of the head of the Scouting Business, it is urgent for the tourism industry to cooperate and share the administrative work of outdoor teaching. From the perspective of the tourism industry, although the profit of this program is not high, the business volume is not small. Furthermore, there are 2,630 primary schools, 732 countries and 511 high schools domestically, which means the market is not small; it is still profitable by operating it with professional attitude. According to the needs of the respondents, the researchers developed four kinds of products that combine the activities of the Scouting altruistic behavior, including the domestic journey of the Scouts, the stroke of one day and more than one day, the design of the itinerary on the mainland, and the plan of participation in international activities.
